Balga Job Link Inc was incorporated as an Association on the 26 February 1987, under the provisions of the Associations Incorporation Act, 1895-1982.
Balga Job Link Inc is a public benevolent institution under the provision of item 4.1.1. of Welfare Table 4 of subsection 78 (4) of the Income Tax Assessment Act 1936. Balga Job Link Inc trades as BJL Connecting Communities (BJL) and operates under a Board of Management and within its Rules of Association.
BJL is Human Rights organisation and is committed to social justice and a vision for a just and socially inclusive society. Over BJL’s history it has acquitted all programs to the complete satisfaction of its funding bodies in line with Australian Accounting Standards; Associations Incorporation Act; Corporations Act; and Audit Act.
BJL also work under the legislations and regulations that are or relate to the Privacy Act; Equal Opportunity Act; Racial Discrimination Act; Age Discrimination Act; Sex Discrimination Act; Disability Discrimination Act and the WA Working with Children Act.
The Board of Management comprises of a Chair; Secretary and Treasurer and a minimum of three ordinary members and is elected each year at the annual general meeting. In fulfilling its role the Board meets once a month, eleven times per year. At these meetings it considers:
- Financials - financial position, income and expenditure for the whole of the sponsor body and each program.
- Membership matters
- Sponsorship and strategic direction matters
- Community development, need and liaison matters
- Operation and program/project matters
- Risk management
The Board reports to members at the annual general meeting. At the annual general meeting the annual report, which includes the audited financial report for the year just ended is presented. The Board is assisted by its sub committees. Presently this includes the Local Community Partnership (LCP) Committee. Each of these committees has a charter that defines its roles and responsibilities.
The Board of BJL employs a General Manager to oversee, direct and ensure it services its community to a high standard and meets all statutory requirements. BJL has three managers and each program has its own co-ordinator who guides and supports the project staff.
BJL ensures and maintains high standards of performance in the application of contemporary organic management practices and principles.
